Wouldn't these be public water fountains? VN mentions these in many places:
in a park, in PNIN, where the protag. shares the water with a thirsty,
possibly feverish squirrel; at various places during the cross-country jaunts
in LO; and I'm sure elsewhere as well. Perhaps he saw these as part of the
modern, efficient American landscape he evokes so often and effectively.
