How amazing the connection you brought up, between "garrulous" and the French for "waxwing" ( 'jaseur').
I tried to obtain more information using the internet and found out that 'English words defined with "cedar waxwing" are "Bohemian waxwing", "Bombycilla garrulus".'
So, it seems that (most unexpectedly) we are now confronted with Cedar waxwings that were not named "Bombycilla shadei" but "garrulus".
Tricky world.
