Empty cicada hulls are common all
yearlong. They are quite durable and may remain intact for a long time depending

I doubt
it. The "case" would have lasted from the previous year, which I think
is possible.
I've seen these cases on trees pretty much
year round. As I recall, junebugs also left similar cases on tree
bark.
