I'm still confused because I understand that the video tapes may get spoiled if nothing is done to preserve them. Despite copyrights, I don't think that having them digitalized in DVDs would be forbidden.
The problem of where shall they be safely kept is not as crucial as the first issue according to which, as D.Zimmer observed, "it would take an international copyright athlete to get their permission for a joint publication of the material".
Doesn't this only apply to a commercialization of the DVDs or their distribution?  I suppose that their metamorphosis from VHS tapes into DVD, if restrained to "private viewing". must be allowed to garantee that "the stuff will last for some time to come."  Why not try then their DVD-izing?
